Fifty one instructors of Bulacan State University (BulSU) are required to finish their Master’s degree this academic year in compliance with Civil Service Commission (CSC) Memorandum Circular (MC) No. 10 series of 2012, effective last May 16.
CSC MC No.10, or the amended CSC MC No. 9 series of 2005, states the new minimum requirement for faculty positions in State Universities and Colleges (SUCs) and Local Colleges and Universities (LCUs).
“Dati kasi Baccalaureate degree lang, tinatanggap na ng BulSU but because of the new standards, kailangan na nilang tapusin ang Master’s degree in order to comply and we have to follow it,” said Isabelita Benedictos, Chief Administrative Officer.
The said memorandum covers the following faculty positions: Instructors I to III or the temporary and part-time instructors from 1st to 3rd year level of SUCs and LCUs, Assistant Professors I to IV of SUCs and Assistant Professors I of LCUs.
“Mandated kasi ‘yong memo na kailangang sundin nationwide at ang BulSU naman palaging naghahangad kung ano ang makabubuti para sa mga estudyante that is why we are making sure na ‘yong mga hired instructors ay deserving talaga na magturo,” Benedictos added.
Furthermore, 51 instructors of BulSU are at risk of losing their position as faculty members if they fail to comply on the new policy.
“I have my thesis writing but I am pressured in terms of the new requirement. Nakakagulat talaga dahil para sa akin abrupt ‘yong decision nila. We are not given enough time na kailangan namin kasi mahirap din namang magturo tapos nag-aaral ka,” said Architect Danilo Faustino II.
But the administration and CSC considered the laments of instructors undergoing thesis writing and other concerns, thus giving them an allowance to finish their Master’s degree and enroll this year.
“We decided to cooperate with CSC para naman humaba ‘yong palugit ng BulSU instructors na tapusin nila ‘yong Master’s degree nila until 2013 and luckily, pumayag ang CSC kaya relief ito para sa kanila [BulSU instructors],” former Vice President for Academic Affairs Danilo Hilario told Pacesetter.
On the other hand, part-time instructors thought of acquiring their Master’s degree due to the said memorandum. According to Danilo Gatchalian from the College of Arts and Letters, since the memorandum has now been implemented, he is considering to enroll in order to comply with the said standard.
Likewise, instructor Maria Sharon Santos from the College of Education expressed, “Aminado naman ako na kasalanan ko rin kasi in my profession, kailangan talagang may Master’s degree. Mayro’n man o walang policy, I have to abide dahil wala rin naman akong magagawa but to give my best for the sake of education.”
Moreover, a Mass Communication student who refused to be named related the consequence of the absence of such policy.
“Nagkaroon kami ng professor sa Economics tapos hindi naman pala siya specialized sa subject na ‘yon kaya wala rin kaming natutunan at ‘pag nagtatanong kami ro’n sa lesson hindi niya maipaliwanag ng maayos, ayaw naman naming masayang ‘yong tuition na binabayad namin.”
